"On April 5, HPD Officer Michael Chu, 41, has been arrested and charged with conspiring to possess and distribute Marijuana. The arrest is the result of a DEA investigation."
"they are flight risks and they’ll ask they be held without bail."
"HPD officer accused in pot plot free on bond."

http://bit.ly/HygIL4 Also tells me I can't make a report and have to move the shopping cart from HPD.

Shopping Carts

I was told by a policeman yesterday that I could not be on the Palace grounds
with a shopping cart. There are no signs and I have been there many times
previous to this occasion; and I'm sure I have been seen by HPD, but there was
nothing said.

The officer that approached me yesterday said no signs are necessary,
he only has to tell me that there is, in fact a, law. This is new to me. Usually ordinances
and such are clearly noted by signs to avoid confusion by the public.

Can you verify for me, either what the officer told me, or my view of how the law works?

The officer in question was also insulting, but I have come to expect this from some HPD officers.
But, before a situation escalates into something terrible, involving this officer, someone might
point out to him the apprehension some people might have being spoken to in an insulting
way, by someone wearing a gun and badge.

ORDINANCES & STATUTES

Ordinances & Statutes

More|
I was told by an officer that it is illegal for shopping carts to be on "malls".
The officer was located at Fort Street Mall and said if I pushed it along the
mall he would cite me.

I inquired about signs and was told by the officer that it didn't matter if
there were signs or not. This surprised me because I had been there before to
purchase something and the security guard told me where to place it, but
nothing about them not being allowed.

It has also been my experience that signs are posted when there is a
particular ordinance or statute enforced. I also did a quick Google and
only came across parks, relating to shopping carts. Is this a vague reference
to "malls"? I also informed him that I did not take the cart from the store.

[§633-16]  Unauthorized removal of shopping carts, etc.; notice; exceptions.  (a)  A person shall not remove, without proper authorization, a shopping cart, shopping basket, or similar device from the premises of any business establishment, including any parking area maintained for the customer of the business establishment, or any sidewalk or passageway adjacent to the business establishment, for any purpose whatsoever.

Aug. 18, 2008 - I go to the police station to get a copy of the report

made to Officer Porter. The statement is still not with the rest of the
paper work. My statement contained more detailed information about what
was inside, including my passport and birth certificate, and numerous
correspondences with government agencies.

Jul. 27, 2008 - I return to the police station to make another report
and statement, this time with Officer Porter.

Jul. 21, 2008 - I returned to the police station downtown to complete
the report with Ms. Aksionczyk, at 5:40 in the morning on Monday and was
told by the officer on duty at the receiving area that she would be in
at 6:00... I waited until 6:00 and inquired with a different officer,
and was told that she would not be at the receiving area until 10:30 -
2:30. I tried again during these hours, without success.

This has been 5 days now and no report has been generated and I cannot
get a number to reference concerning the case. I need to know how to get
the report filed and a number to reference with further correspondence.

Jul. 19, 2008 - I made a report to an officer by the name of Lisa
Aksionczyk, on Saturday of this month, about a stolen backpack I left on
the route E bus. Ms. Aksionczyk suggested at the time, that I inquire at
the lost and found department of The Bus. I thought this was a good
idea, so that a Good Samaritan would not have the unpleasant experience
of someone thinking they were a thief.

I went to the nearest stop I knew the bus would stop at on its return
trip. I saw the driver, recognized as the one I rode with and waited for
him to stop. I asked if it was turned in. I was told no by the driver. I
asked the driver's name. He told me Raymond.I asked where the bus
terminated and Raymond told me Waipahu. I subsequently found the bus
terminates in Ewa.

RAYMOND LIED.

The only time I could check with The Bus lost and found would be the
following Monday, it is not open on weekends. I did call The Bus, on
Saturday, with an emergency report because there was important ID in the
backpack.

I was told by the representative that no backpack was turned in. On
Monday I went to the transit center to inquire in person, and was
disappointed to be shown backpacks that were not mine.
